How to Use the St. Clair County Jail Roster
The official inmate lookup is at inmates.stclaircounty.org and is linked from the Sheriff's Department page. The lookup is free, requires no login, and runs three search fields. Each session shows a "Data last refreshed" timestamp at the top of the page. The Sheriff's Office disclaims warranty on accuracy or completeness, so a result should be treated as a starting point.
- Open the Sheriff's inmate lookup from the county Sheriff's Department page.
- Enter a last name, first name, or booking number. One field is enough to start.
- Submit the search. The page returns either a result list or a "no records" message.
- Note the last refresh timestamp at the top of the page when reading a result.
- Call the jail at (618) 456-7606 if a recent booking has not posted or the result is unclear.
The lookup does not include court dates. A court setting is on the Circuit Clerk Court Docket page. A booking can appear on the inmate lookup before the case shows in the Circuit Clerk's search. The two views fit together but live on different systems.
St. Clair County Sheriff's Office
The Sheriff is Richard "Rick" Watson. The Sheriff's Department is at 700 N. 5th Street in Belleville. The non-emergency number is (618) 277-3505. The jail number is (618) 456-7606. The Sheriff's elected-official profile covers the office's mission and the Sheriff's background.
The Sheriff's profile page is the source for the office's leadership and program highlights.
The Sheriff's Department mission, as stated on the county pages, is to protect life and property, respect rights and dignity, work with the public, enforce laws, and provide a safe environment. The Sheriff has highlighted jail overcrowding and the need for jail expansion, the Scared Straight program, the D.A.R.E. program, and an inmate community-cleanup effort.

What an Inmate Lookup Result Shows
A St. Clair County inmate lookup result returns the data the Sheriff posts on the public roster. The list below covers the field names the public will see. The Sheriff's site does not publish a full sample record in the harvested pages, so any fields beyond name, identifier, and timestamp should be confirmed against the live result.
| Field | What It Shows |
|---|---|
| Name | The inmate's name as recorded at booking. |
| Booking Number | The Sheriff's intake identifier for the current custody. |
| Data Last Refreshed | The timestamp at the top of the lookup page, set during the last update. |
| Custody Status | Whether the person is currently held under the Sheriff's care. |
| Disclaimer | Notice that the Sheriff's Office does not warrant accuracy, timeliness, or completeness. |
The corrections page notes that records update hourly. A result that looks stale should be rechecked later in the day or confirmed with a call to the jail.
Current Custody vs Court Date
Custody and court are two different records. The Sheriff controls custody. The Circuit Clerk controls the court file. A change in custody status does not always trigger a change in the court docket on the same day. The inmate lookup is the place to confirm whether a person is in the county jail. The Circuit Clerk's court docket is the place to confirm a court date.
Bond and release timing also sit between the two offices. The Circuit Court sets bond. The Sheriff's jail processes the release. The booking number tracks the custody event, and the case number tracks the court file. They are not the same number, even if they relate to the same arrest.
St. Clair County Jail Facilities
The county runs two main custody facilities. The Sheriff's Department's jail handles adult intake and pretrial custody. The Detention Center, run by Probation and Court Services, handles juveniles ages 10 to 16.

The Sheriff's Corrections page covers inmate-records refresh times and commissary deposits.
The corrections page is the source for the hourly refresh statement used above.
Commissary Deposits and Inmate Money
Money for an inmate goes through Access Corrections. The Sheriff's Corrections page lists accesscorrections.com and 866-345-1884 as the official deposit channel.
The Access Corrections site is the route family and friends use to fund commissary accounts at the St. Clair County jail.
Cash brought to the lobby is generally not the right route. The county phone tree at the Sheriff's contact line walks callers through the jail policy for money, mail, and property. Always confirm current rules before traveling to the jail with money for an inmate.
St. Clair County Jail Mail Rules
The Sheriff's Department uses the ICSolutions Digital Mail Center for inmate personal mail. The detainee mail flyer says all personal mail is scanned and delivered on tablets or kiosks. Legal mail and publications go directly to the jail in Belleville. Packages are not accepted by the mail center.
| Mail Type | Address Format |
|---|---|
| Personal mail (scanned) | Inmate Full Name - Inmate ID Number St. Clair County Sheriff Department P.O. Box 247 Phoenix, MD 21131 |
| Legal mail and publications | Inmate Full Name - Inmate ID Number St. Clair County Jail 700 N. 5th Street Belleville, IL 62220 |
Pictures and drawings can be sent for scanning when appropriate. Anything that cannot be scanned, including paper over 14 by 8 inches, is returned to the sender. A sender who wants the original mail back must include a self-addressed stamped envelope. Only legal, educational, and religious soft-cover books are accepted as publications, and they must come directly from the publisher, distributor, or an authorized retailer.
Visitation, Calls, and Phone Tree
Visitation rules in St. Clair County are not published in full on the harvested Sheriff's pages. The county phone tree at the Sheriff's contact page lists "Jail Policy (Visiting, Money, Mail and Property)" as a menu option.
The contact page is the source for jail-policy phone routing used in the schedule below.
| Day | How to Confirm |
|---|---|
| Monday-Friday | Call (618) 456-7606 and follow the jail-policy prompt before traveling. |
| Saturday-Sunday | Confirm weekend windows by phone; published schedules can change. |
| Holidays | Holiday and lockdown windows are set by the jail; call before arrival. |
Inmate phone contact runs through ICSolutions. Rates and scheduling for ICSolutions calls are not posted on the harvested Sheriff's page, so the ICSolutions account or the jail policy line is the right source for current pricing.
State and Federal Custody Searches
People sentenced to state prison appear in the Illinois Department of Corrections search. People in federal custody appear in the Bureau of Prisons locator. The VINELink portal sends custody-status notifications. The VINELink site is the national notification portal used in Illinois.
The VINELink site supports search and notification sign-up for custody changes.
Each search covers a different system. The Sheriff's roster handles pretrial county custody. IDOC handles state prison. The Bureau of Prisons handles federal custody. The released inmates page covers the post-release search tools in detail.
Note: Sign up for VINELink notifications when custody status matters for safety; the system sends an alert when a tracked person's status changes.
Booking and Release Process
A person arrested in St. Clair County is brought to the Sheriff's jail at 700 N. 5th Street for booking. Booking includes intake screening, photographs, fingerprints, and the assignment of a booking number. The booking number is the field a researcher uses for the fastest single-input lookup on the inmate roster. Once a person is booked, the Corrections page says the public lookup is updated hourly.
Release happens after the case is resolved, bond is posted, the person is transferred, or charges are dropped. The Sheriff's jail processes the release. The Circuit Court sets bond. A person released on bond still has a court date, and that date stays on the Circuit Clerk's docket even after the person leaves the jail. For court-side release questions, the Circuit Clerk at (618) 277-6600 is the right call.
People who are sentenced to state prison are transferred to an Illinois Department of Corrections reception center. Once the transfer is complete, the IDOC search takes over for custody lookups. The Sheriff's roster will no longer show the person under current custody at the county jail.
Jail Funding and Capacity Context
The St. Clair County 2025 budget shows a Sheriff Jail appropriation of $8,560,123, up from $7,755,551 in 2024. That is a 10.37% year-over-year increase in the jail line. Related justice-system appropriations in the 2025 budget include $2,597,664 for the State's Attorney, $1,646,622 for the Circuit Court Clerk, $1,080,608 for the Public Defender, and $883,946 for Probation. The Sheriff's elected-official profile lists addressing jail overcrowding and the need for jail expansion among Sheriff Watson's stated priorities.
Aggregate jail population data with capacity, average daily population, and demographic splits is covered separately on the jail population page. The current-custody roster on the inmate lookup is the individual side of that picture.
